    This technology refers to the use of linear electric motor devices to impart huge velocities to an object.  At low levels this allows for projectiles, from ships or by soldiers, far more forcefully than mere combustion bullets could do.  At higher levels, this allows the launching of cargo and later even passengers from planetary bodies without the expendature of (much) rocket fuel.  Construction of such launch devices is a huge endeavor (without monopoles, at least), but provides huge returns in making the launching of stuff practically free.
    Development of Linear Accelerators (dev) will increase the depth of gravity well the accelerator can launch out of, and decrease the cost to build and use the device.  Development obviously increses the damage and decreases the weiht and cost of the weapon.
