Description:
A meme is a contagious idea.  Religions are an example of very powerful memes.  Other memes can be technologies, such as agriculture, or ideas that everybody has to agree on for them to work, such as driving in the right lane.
Memeculture is the science of discovering memes in the wild and classifying them as to virulence and usefulness.  The idea is to amass a database of memes to be used to control groups of people just right.  The memes that produce a desired result are encouraged (either directly or subtly) while those which produce unwanted results are discouraged.  This technology does not allow the creation of new memes from scratch, only the careful reuse of existing memes.

Memeculture (dev) consists both of better understanding of memes, and of finding more memes in the wild to work with.  It is valuable to have some isolated cultures when this technology is first developed as otherwise everybody will have a pretty limited set of memes.
