    In a sense, this technology could be called "Propaganda", except that it is more potentially powerful than any propaganda operation in history.   It is intended to create new ideas that will then take on a life of their own, expanding and controling larger groups far more effectively than a central authority might be able to do.
    Memetic Engineering is the technology of creating new memes from scratch in order to control a population properly.  It relies on a database of memes from the Memeculture (dev) phase, but can still create new memes without that.  The memes created could be religions or cults or philosophies, or they could be memes so subtle that the people they are acting on never even notice them.

    Improved Memetic Engineering (dev) allows the creation of more complex memes to control more diverse and more willful populations.  This primarily allows a high degree of control to be maintained in a larger population without the use of authoritarian governmental techniques.
